About the service

OCCUPANCY PERMIT is a written authorization to anybody who wishes to occupy a newly constructed/renovated building or structure and is required before any building or structure is used or occupied.

  5. Certification from civil, electrical engineers and master plumber as to conformity with the approved project plan.

How to avail of the service

  1. Application

Client to ask for requirements for an issuance of occupancy permit.

  1. Evaluation of document

Evaluation as to completeness of documents submitted and documentary fees. Advise client to pay the required fees at treasurer’s Office and present O.R upon return

  1. Inspection.

Building Official proceeds to site/area for inspection.

  1. Approval of occupancy permit

Reflect the O.R. No., date and amount in the application form and let the client sign. Approval of occupancy permit Record approved permit in the logbook. Client signs the logbook for release.


About the service

BUILDING PERMIT is a written authorization to anybody who wishes to construct, erect, alter, or conduct major repair or renovate any building/structure owned by government or private person. It is required before any construction activity begins.

The permit becomes null and void if work does not commence within 1 year from the date of such permit, or if the building or work is suspended or abandoned at any time after it has been commenced for a period of 120 days.

How to avail of the service

1. Application

Client requests for a building/renovation permit. ME staff interview client, give application form and list of requirements. Advise client to come back when all requirements are complied

2. Submission of complete documents

Client submits complete documents as prescribed along with filled up application form.

3. Evaluation of documents

Staff reviews and evaluates application documents and determines sufficiency. Computes required fees and advice client to pay at treasurer’s office. Schedules site inspection if necessary.

4. Conduct site inspection

When site inspection is necessary, Municipal Engineer inspects the site as scheduled and prepares inspection report.

5. Issuance of Building Permit

Staff prepares building permit upon presentation by client of official receipt and locational clearance. ME validate sufficiency of the document and affix his signature.

6. Release of document

Staff releases approved building permit to client. Secure file copy and record in logbook.


About the service

PLANS AND PROGRAMS OF WORK are the graphical and quantitative description of the details of any project activity. Both describe the scope of work and the components involved in a certain project as well as its corresponding cost estimates and timetables. Both are required in any project done by any local government.

The barangay government is no exception. In order for it to implement projects in their respective barangays, it has to prepare the said document, which in most cases, is assisted or is being prepared for them by the Office of the Municipal Engineer upon request.

How to avail of the service

  1. Request

Client requests for the preparation of program of work for a certain project. Advise client to secure approval from the Mayor.

  1. Secure Mayor’s approval.

Client secures written or verbal approval from the Mayor.

  1. Process request

If mayor approves request, ME interviews client on details of work to be undertaken. Prepare program of work based on approved scope of work by the LCE.

  1. Signatories

Prepared program of work passes the office of the MPDC for recommending approval and finally to the office of the Mayor for approval.
